Parse and normalize CA RRF-1 and NY CHAR500 records so the two largest missing governance states become first-class inputs.

Expose governance scores, tier changes, and risk thresholds for foundations reviewing 50 to 500 grantees at a time.

Migrate the current shared-hosting proof of concept toward cloud-hosted PostgreSQL, caching, and repeatable deployments.

Add board composition, conflict-policy, and governance-disclosure signals already present in the public XML corpus.
